Val-d'Oise (95), dont la préfecture est Pontoise, fait partie de la région Île-de-France. Avec 20 634 autorisations d'urbanisme délivrées sur 183 communes, le département se situe derrière Seine-et-Marne (40 192 dossiers) parmi les départements de sa région.
L'activité est répartie de façon homogène : Argenteuil cumule à elle seule 1 308 dossiers . Cormeilles-en-Parisis et Herblay-sur-Seine complètent le podium. Les 10 premières communes concentrent 28 % des autorisations du département.
